The Punjab Socio-Economic Survey (PSER) is being conducted with great intensity throughout Punjab. It was launched some time ago, but survey teams have faced significant difficulties. People are often unwilling to share their data or CNIC numbers because they do not trust the young enumerators conducting the survey. Due to this lack of public trust, the government decided to include teachers in the survey process, taking advantage of the respect and credibility teachers hold in society.
A few months ago, young people were hired on short-term contracts to carry out this survey. However, most of them failed to perform the task effectively, mainly because people did not trust them. Now, surprisingly, PSER has appointed these same inexperienced youths as supervisors and trainers, who are now responsible for training teachers. Meanwhile, teachers are expected to work under their supervision in the field — an arrangement that is both inappropriate and unreasonable.
The public also seems unaware that Pakistan recently conducted its first digital census, which already included almost all the questions being asked in this PSER survey. The Department of Statistics already holds that data, which the Punjab government could have used to achieve its objectives instead of launching another costly and repetitive project.
In our country — especially in Punjab — assigning teachers to non-teaching duties has become a routine practice. Whether it’s distributing Ramadan packages, managing sugar distribution, administering COVID vaccines, or conducting dengue campaigns — teachers are involved in everything. In fact, it’s hard to find a task where teachers are not used. Teachers have become a soft target, mainly because they lack strong unions or effective organizations to raise their voices. Most teachers are deeply focused on their teaching duties and give little time to activism or organizational work.
Regardless of whether the PSER survey succeeds or not, the practice of humiliating teachers with such non-academic duties must stop. Expecting good educational results while constantly distracting teachers with irrelevant assignments is completely unfair. Such policies are destroying the public school system, which is why parents are increasingly withdrawing their children from government schools and enrollment campaigns are failing.
Through this blog, I sincerely appeal to the government: Let teachers focus on teaching and mentoring students instead of burdening them with administrative and survey tasks. If public schools collapse, where will the children of low-income families study?

موضوع: پی ایس ای آر اور اساتذہ کی ڈیوٹیاں
پنجاب سوشیو اکنامک سروے (PSER) اس وقت پورے پنجاب میں زور و شور سے جاری ہے۔ یہ سروے کچھ عرصہ قبل شروع کیا گیا تھا مگر اس کے دوران متعدد مشکلات پیش آئیں۔ لوگ اپنا ڈیٹا خصوصاً شناختی کارڈ دکھانے سے گریز کر رہے ہیں کیونکہ انہیں ان نوجوانوں پر اعتماد نہیں جو یہ سروے کر رہے ہیں۔ اسی بداعتمادی کے باعث حکومت نے فیصلہ کیا کہ اس سروے میں اساتذہ کو شامل کیا جائے کیونکہ اساتذہ معاشرے میں عزت و اعتبار کی علامت ہیں۔
چند ماہ قبل اس مقصد کے لیے نوجوانوں کو قلیل مدت کے لیے کنٹریکٹ پر بھرتی کیا گیا تھا، مگر وہ اپنا کام مؤثر انداز میں انجام نہ دے سکے۔ اب پی ایس ای آر نے انہی غیر تجربہ کار نوجوانوں کو سپروائزر اور ٹرینر بنا دیا ہے جو اساتذہ کو تربیت دے رہے ہیں، جبکہ اساتذہ کو ان کے ماتحت میدان میں کام کرنا ہے — جو نہایت نامناسب اور ناقابلِ قبول بات ہے۔
عوام کو شاید اس حقیقت کا بھی احساس نہیں کہ حال ہی میں پاکستان کی پہلی ڈیجیٹل مردم شماری ہو چکی ہے جس میں تقریباً وہی سوالات شامل تھے جو اس سروے میں کیے جا رہے ہیں۔ محکمہ شماریات کے پاس وہ تمام ڈیٹا پہلے ہی موجود ہے جسے استعمال میں لا کر حکومت پنجاب اپنے مقاصد حاصل کر سکتی تھی۔
ہمارے ہاں — خاص طور پر پنجاب میں — اساتذہ کو غیر تدریسی کاموں پر لگانا ایک معمول بن چکا ہے۔ چاہے رمضان پیکیج کے تحت راشن تقسیم کرنا ہو، چینی بانٹنی ہو، کورونا ویکسین لگانی ہو یا ڈینگی مہم چلانی ہو — ہر جگہ اساتذہ کو ہی استعمال کیا جاتا ہے۔ اساتذہ ایک سافٹ ٹارگٹ بن چکے ہیں کیونکہ ان کی کوئی مضبوط تنظیم یا مؤثر آواز موجود نہیں۔ زیادہ تر اساتذہ اپنی تدریسی ذمہ داریوں میں مصروف رہتے ہیں اور تنظیم سازی یا احتجاجی سرگرمیوں کے لیے وقت نہیں نکال پاتے۔
چاہے پی ایس ای آر سروے کامیاب ہو یا نہیں، اساتذہ کو اس طرح کی غیر متعلقہ ڈیوٹیوں میں ذلیل و خوار کرنا بند ہونا چاہیے۔ جب اساتذہ کو تدریس کے بجائے مختلف سرویز اور انتظامی کاموں میں الجھایا جائے گا تو اچھے تعلیمی نتائج کی توقع کیسے کی جا سکتی ہے؟ یہی وہ وجہ ہے کہ سرکاری اسکولوں کا نظام تباہ ہو رہا ہے، والدین اپنے بچوں کو ان اسکولوں سے نکال رہے ہیں اور داخلہ مہمات ناکام ہو چکی ہیں۔
اس بلاگ کے ذریعے حکومت سے یہی درخواست ہے کہ اساتذہ کو ان کی اصل ذمہ داری یعنی تدریس پر توجہ دینے دی جائے، تاکہ وہ بچوں کی بہتر رہنمائی کر سکیں۔ اگر سرکاری اسکول ناکام ہو گئے تو کم آمدنی والے لوگ اپنے بچوں کو کہاں پڑھائیں گے؟
